Chris responds to public access questions for candidates

The Times of Northwest Indiana published an editorial at the end of August, reprinted in today's Palladium-Item, noting the importance of screening candidates for office on their views about public access laws.  Since increasing the transparency and accessibility of the work done by Richmond's City Council is a primary part of my own interest in serving on Council, I appreciate this emphasis.

In the editorial, five questions were posed as suggestions for citizens to ask of candidates, with the imperative that "andidates who seem to lean toward secrecy should be rejected."

I'm posting my answers below, and I hope my fellow candidates will also make their views publicly known during the campaign.

The power of the agenda setter

In every organizational conversation, there's some process for setting the agenda of what the conversation will be about, and how it will be conducted.  Usually there's a subset of the organization's members who set that agenda - sometimes just a single person - shaping the issues and decisions that the organization takes on.

In a non-profit organization board meeting, it might be the Executive Committee or the board chair.

In a small business, it might be the business's owners or managers.

In a city council meeting, it might be the President of the council or the group's political majority.

In a community of faith, it might be church elders.

Sometimes we forget the power that the agenda setters can have.  We focus on the outcomes of the conversations that we do have, but we forget or overlook that some conversations aren't conducted in the first place.

Beyond one hour chunks of time

Sushi SelectionOne of the downsides of working in a field where so much is beholden to the almighty billable hour is that my brain has started to re-wire itself to engage the day in terms of one-hour chunks.  This model is reinforced by other phenomena in life - calendaring software like iCal and Google Calendar make it easy to parcel out the day in discrete bits of time, beeps, alarms and bells go off on the hour mark in many workplace and educational settings, and then there's the cultural convention that "all meetings take about an hour" unless otherwise noted.  We're increasingly a people whose quality of life and measure of productivity has everything to do with the 24-hour clock.

I generally don't mind this standard when I'm in "work mode," but I've noticed a very undesirable side effect on the rest of my life: I've been slowly losing the ability to spend open-ended social time with people, without my brain trying to fit it in to some predetermined scheduling blocks. The end result is that I think I'm less open to the wonderful, serendipitous experiences and discoveries that one can make in the comfortable and unregulated presence of friends and loved ones.

I've written before about the cues we give and get for when a conversation is going to go deeper, and when it's probably not.  To answer my own question about what kinds of states of being allows you to go deeper in conversation, I've been actively working on spending more open-ended time with people I care about and want to get to know better.  I have a few thoughts about how it's going, and what approaches are working:

Approving Richmond's comprehensive plan

Window on N. 14th StTonight's meeting of the City of Richmond Plan Commission was an interesting peek into the world of how urban planning in towns like Richmond takes place. It was apparently one of the only times for citizens to comment on the plan in its final form, though of course the whole process of developing the plan has involved public input all along.

Town Hall meeting with Mike Pence

IMG 0447The "Town Hall meeting" with Congressman Mike Pence this morning at the Leland Residence was fairly well attended (compared to similar such events, not as a function of the district's population) and interesting, I thought. Pence talked about his recent decision not to join the congressional leadership so that he could continue to pursue his ideals and issues (limited government, strong defense, "traditional moral values," etc.), about his two major concerns for the year (deficit reduction and border security) and the "War on Terror." The questions covered giving greater access to passports, whether every child in the country has the right to have healthcare, health insurance costs for small business and how we could change our culture and insurance system, energy concerns and drilling in the Alaska National Wildlife Refuge, whether being born in the U.S. should give you automatic citizenship, concerns over the abuse of executive privilege related to wiretaps and torture, the federal outlook on highway I-69, and others. As in the past, I appreciated Mr. Pence's time speaking with his constituents, and I admired greatly those who had the initiative to speak and question him. All of my photos from the meeting are here.
